Notifications API
API surface for SOIT notification records and delivery state.
The notifications API exposes user and operator-facing events generated by runtime and workspace activity.

Notes
- Notifications preserve workspace and identity scope and link back to the relevant run, task, workflow, or capability.
- Delivery flows through the same outbox-backed dispatch as other runtime side effects — see Notifications.
